About the Trainer

Frederick Ron 5 of 11Ronald Frederick is the Director of Safety and Security for Service Access and Management, Inc. (SAM) for the past 3 years. He came to this position with over 20 years of law enforcement experience. In his current position, he developed a scenario-based training program for human services caseworkers throughout Pennsylvania. In addition, Ron and his team have developed an Act of Violence Response training, Drug and Alcohol Awareness program, and assisted in developing SAM’S De-escalation and Safety Training (DST) program. Also, he oversees all of the company’s Crisis Response Teams. Ron is the Co-chair of the Facilities Risk Management Team.

During his law enforcement career, Ron spent 7 years as a Detective/Sergeant, 8 years as Chief of Police, and 15 years as a use of force instructor. He served for 13 years on the Dauphin County Crisis Response Team (SWAT), including 5 years as a Specialty Teams Leader. Additionally, Ron spent 7 years as a member of the Dauphin County Joint Investigative Team, working closely with Children and Youth Services and the District Attorney’s Office while investigating reports of child abuse.

Ron has been and remains as an adjunct instructor/trainer at the Harrisburg Area Community College (HACC) Police Academy for 11 years, where he teaches courses on Patrol Vehicle Operations, Mechanics of Arrest, Tactical Firearms, Recognizing Special Needs, and Scenario Trainings. After a successful career in law enforcement, Ron now coaches other people to achieve the same success.

Service Access & Management, Inc. can offer assistance with Human Resources functions ranging from development of policies and an employee handbook to job descriptions and personnel recruitment.  SAM's Human Resources department has professionally certified staff that can offer assistance and perform compliance checks for a full range of Human Resource functions.

Professional Development
SAM can coordinate professional training for personnel.  We can develop a professional development plan for each staff member in your organization and track the progress over each year.  Many organizations, including SAM, use an online learning tool that tracks what trainings the staff have completed and also sends out reminders for staff to complete the trainings.  SAM can help your company develop such an online professional development tool.

Goal Setting & Performance Evaluations
SAM can help you develop effective annual performance evaluations for your staff.  Effective performance evaluations allow employers and employees identify strengths and weaknesses in performance and collaboration.  They also help maintain an open dialogue between the supervisor and employee.

The SAM AE Support Services Team is designed to assist County Intellectual Disability/Autism and Early Intervention Programs to meet obligations set forth in their Program Operating Agreements with Office of Developmental Programs (ODP) and Office of Child Developmental and Early Learning (OCDEL).

These services are conducted independently and free of conflict from other SAM, Inc. Service Lines.  It is because of this separation in structure, that we are able to provide this invaluable support to County Administrative Entities across the state.  In this model, Counties delegate various administrative functions to the SAM AE Service Line through a contractual agreement.  SAM Inc. performs these functions on their behalf while maintaining contact with each County and recognizing that they remain responsible. 

It is important to note that each contract is tailored to meet the unique needs of each individual County, while maintaining state-wide consistency and clear organizational boundaries.

SAM's clinical, quality improvement, accreditation, and training processes provide Clinical Quality Control to ensure that all services are utilizing clinically sound practices and are delivered in accord with the company's standardsof high clinical quality.  As a result, SAM can provide consultative services toward the establishment or enhancement of:    


CARF Accreditation

  • Assist in the development of a CARF-readiness action plan.
  • Assist in the development of an organizational review process related to business and program practices as it relates to the CARF standards.
  • Support the development of internal communication and training associated with the CARF survey standards and process for staff and key stakeholders.
  • Assist in the development of a documentation and reporting process and formats related to business practices and CARF standards conformance. 

Risk Management Planning

  • Assist in the development of a risk management plan and review process.
  • Assist in the development of building safety and accessibility audits to identify potential health and safety issues for review and response.
  • Assist in the development of emergency procedures testing process.

HIPAA and HITECH Compliance Activities

  • Assist in the development of internal use and disclosure tracking processes.
  • Assist in the development of breach analysis and notification processes.
  • Assist in the development of key policies and procedures related to HIPAA Privacy compliance, including internal audits.
  • Assist in the development of internal disclosure and breach reporting, as well as development of procedures for external breach reporting (to Health and Human Services).

Program Integrity

  • Assist in the development of mechanisms to ensure that programming functions in accordance with all accreditation, licensing, regulatory, and other relevant quality standards. 
  • Assist in the development and implementation of methodology for systematic on-site clinical program reviews, including, but not limited to, record audit reviews and mock licensing visits.  Provide consultation to program management staff in utilizing the information obtained through these mock visits in order to assist in planning and preparing for actual licensing visits.
  • Provide consultative services to assist managers in identifying, developing, and implementing plans to ensure the efficient utilization of human and financial services.


  • Assist in identifying and assessing training needs by meeting with managers and facilitating the preparing and collecting of surveys and completing training reports.
  • Assist in developing trainings and improvement activities in response to training data, accreditation standards, and organizational needs.
  • Assist and consult in obtaining resources for training activities.
  • Conduct trainings.
  • Assist in identifying and evaluating available Learning Management Systems, and/or in developing a system for the entry and tracking of external/internal employee training.
  • Assist in exploring, identifying, and evaluating new technologies and resources for future training options.
  • Assist in the development of New Staff Orientation and Annual Training schedules.

SAM's Corporate Compliance programs provide the necessary monitoring to ensure governmental and private organizations are in compliance with State and Federal laws minimizing risk of fraud for reimbursable services. Corporate Compliance services, developed to meet the specific needs of an agency, may be provided as a consultative service or completely outsourced which may include:

  • Developing employee standards and/or code of ethical conduct
  • Employee education and training
  • Development of internal company policies and procedures
  • Monitoring to ensure compliance with the Company's Corporate Compliance program
