SAM has extensive experience in developing and monitoring contracts on behalf of County government and private organizations. Contract development and monitoring may be provided as separate services, provided jointly, or provided in combination with other programs such as SAM's Utilization Management and Fiscal programs. Contract Development and Monitoring are tailored to each specific agency's needs and can be provided as a consultative service or complete outsourcing which may include:

• Development of work statements, payment agreements, and reporting requirements
• Review of contract boilerplates, monitoring insurance requirements, and coordinating for appropriate signatures
• Invoice reconciliation per the contract agreement
• Contract monitoring to ensure compliance with the contract and quality of work completed under the terms of the contract.
